Canonical merge strategy: site identity and status are derived from NRC operating/decommissioning references, while inventory fields are derived from CURIE/PNNL inventory rows. Aggregate checks are validated against GC-859 summary outputs.
Conflicts are handled using deterministic field precedence and matching thresholds; uncertain joins are queued for manual review with explicit resolution status.
